Kia ora, Welcome to our website and more importantly WISE Better Homes as an organisation.  We are a charitable trust with a focus on creating employment in the community.

WISE Trust Board Members

Graham Armstrong, Chairman

Graham is a retired Chartered Accountant who ran his own Chartered Accountancy practice in Waitara for 30 years, after previously working for international firms in Wellington and London. After selling his practice he worked as a consultant for the same firm for 8 years before retiring in 2013. His work involved advising a wide range of businesses and farmers, as well as a large number of community groups.

Graham is a Justice of the Peace. He is also an elder at Knox Presbyterian Church, Waitara, where he is very involved and has a number of leadership roles. He also coordinates a community parent mentoring programme and money management courses. He enjoys spending time working on his hobby farm (grazing dairy heifers), sea kayaking, whitebaiting, fishing, caravanning and is a keen sports follower. Judy and Graham have three children, four grandchildren and enjoy spending time with them whenever possible.

Born and Bred in Waitara, Tiri is keen to add value in whichever organisation she belongs, based on her background, experience, and networks in the community. As a happy recipient of services delivered by the Trust, she is keen to be part of a Board that supports community initiatives for the benefit of the community.

Past governance experience also includes being familiar with developing and monitoring strategic plans alongside maintaining stakeholder relationships.

Academically, Tiri currently holds a post graduate diploma in business and administration, focused on Maori governance, corporate governance and analysing different governance structures for Iwi and Hapu in Aotearoa.

Tiri is currently employed by a local organisation that provides support and care to disabled youth in Taranaki. Her role is administration payroll in which she has recently returned to work from 12 months maternity leave in 2015.

Tiri also fulfills contract work for the local Marae, in the form of Secretarial and Treasury duties and is a current trustee of the Taranaki Environmental Education Trust.


Andrew Pepper

Andrew has been the proprietor of Pepper Construction since 1987, a family owned business based in Taranaki started by his father.

Andrew has strong ties to his community and has been a long-time supporter of community initiatives on both a business level and through his personal involvement. Andrew’s current governance duties include; a Trustee on the Devon Intermediate School Board of Trustees, a member of the management committee of the Taranaki Construction Safety Group, a member of the Taranaki Master Builders Executive and Chair of the Together We Grow Better Community Trust, a community-based action group that connects different high deprivation communities in New Plymouth. It also provides breakfast clubs for children in these high need areas.


Ed Parker

Ed is the Regional Manager – Taranaki for NZ Trade & Enterprise. He works with companies to help them grow their business internationally, with the goal of creating more jobs in NZ and more wealth through exports. His career started in the dairy industry as a university science graduate. He moved on to management roles and completed the Massey University MBA program. He was the inaugural General Manager of WISE from 2002 – 2005. He has worked in commercial roles on oil and gas projects, including Pohokura, Kupe and Mangahewa.

He is on the Waitara High School board of trustees and has experience in various voluntary roles in the community. Ed lives in Waitara with his wife and two teenage children.


Damon Jacobson

I commenced working for Taranakipine in May of 2012. My role is that of Human Resources Manager along with being the Health & Safety Manager and Environmental Manager. This role is a senior management role and reports directly to the CEO. This role provides me with experience in all generalist activities that you would expect under the respective management portfolios. This includes dealing with a union for negotiations under the HR umbrella.

From a personal point of view, I am Taranaki born and bred. I currently live in Lepperton but have lived in New Plymouth township, Bell Block and Waitara. I am 41, married to Theresa, with two children (Alyssa and Jennifer) from a previous relationship. I am a member of the River of Life church in Waitara. Our church is a community-based church and does things such as free community meal once a month for locals to attend. We also hold events a couple of times a year for the youth of Waitara where we invite them for games and activities. I am heavily involved in both of these initiatives. Our church also does additional things to feed and clothe the community.

My property is a very small lifestyle block with a few animals on it. I have over the years developed many DIY skills after renovating my first home and then improving our current home. This has included installing energy efficient systems - heating/cooling systems and home insulation. I am a firm believer in this hence my interest in what your organisation is involved in. My future plans for my own home are to double glaze our existing windows and look at solar power for electricity.

I enjoy golf but don’t get to play as often as I like. I enjoy home renovation and making things better.
